China's AI Ambitions in the Global South

  Artificial intelligence (AI) has emerged as a crucial component in China's efforts to assert its global influence, particularly in the "Global South". During his visit to Shanghai, Chinese President Xi Jinping emphasized the importance of AI development and governance, urging the city to accelerate its pursuit of becoming a technological hub with global influence. The Shanghai Foundation Model Innovation Center, a large model incubator with over 100 enterprises, is at the forefront of this effort, aiming to establish a world-class AI industry cluster. The NDB's focus on project cooperation with China is also a key aspect of this effort, as seen in its partnership with Chinese companies such as Huawei and Alibaba. For instance, the bank has partnered with Huawei to develop digital infrastructure projects in several BRICS countries. This collaboration underscores China's growing economic influence and commitment to using technology to drive development in the Global South. Xi Jinping's emphasis on AI development aligns with his call for the NDB to consider the development needs of the Global South. The New Development Bank (NDB) has approved over 100 projects in BRICS countries for approximately $35 billion by the end of 2023, demonstrating its commitment to South-South cooperation and multilateralism.
