  North Korea's Nuclear Alliance with Russia Grows North Korea's pursuit of enhanced military capabilities through its relationship with Russia poses significant regional security concerns. In contrast to other countries, Russia is willing to accommodate North Korean demands while ignoring the nuclear issue. This approach has allowed North Korea to secure advanced aircraft and technology support from Russia, including potentially providing its production capabilities as a "nuts and bolts munitions provider" to countries like Iran. This cooperation has provided North Korea with essential resources to circumvent UN sanctions and maintain its survival networks. According to Rafael Grossi, director-general of the International Atomic Energy Agency (IAEA), North Korea's nuclear program has significantly expanded since 2009, with its arsenal now "completely off the charts." The IAEA chief noted that Pyongyang's nuclear complex at Yongbyon is no longer the only site involved, as a second and possibly third uranium enrichment facility are currently under construction. The 2023 National Intelligence Estimate suggests that Kim Jong-un will continue to pursue a strategy of coercion, potentially including non-nuclear lethal attacks, to advance North Korea's goals in its alliance with Russia.
