Oliver Roberts Holtzman Vogel suggests that a federal framework is necessary due to China's rapid development of AI systems without such a framework in place. Chinese companies have developed advanced AI models, including DeepSeek R1, a lightweight AI model developed in just two months with a budget of less than $6 million. The lack of a federal framework in the US has raised concerns about China's advancements in AI, which could pose a risk to national security. The US government is taking a similar approach as Switzerland, where export controls have been expanded to include dual-use goods related to emerging technologies such as quantum computing and additive manufacturing.
