The Chino Valley Unified School District has certified its compliance, but other districts claim they haven't received a request to do so. Education Secretary Linda McMahon has warned states that refusing to sign the certification form may result in funding cuts, threatening schools' access to Title I funding, which is crucial for low-income areas. However, California disputes this claim, arguing that the action is illegal and would unfairly penalize schools. The American Federation of Teachers (AFT) president Randi Weingarten has condemned the requirement, stating it forces teachers to choose between suppressing their speech or facing enforcement for exercising their constitutional rights.
